So what?  Federal-KRG coordination on a shared border-security file, rather than the two governments handling it separately, is the more durable signal here than any single meeting — it suggests Baghdad and Erbil are treating cross-border smuggling and infiltration as a joint operational problem rather than a point of dispute. A concrete follow-through, such as a joint checkpoint or intelligence-sharing protocol, rather than another meeting, would be the marker that this coordination is operational rather than declaratory.
