So what?  Most of the vessels struck belong to Russia's “shadow fleet,” used to move sanctioned oil while evading the Western price cap, so a campaign at this scale raises freight and war-risk insurance costs on that fleet and could push some owners back toward compliant, price-capped trade. It also signals Ukraine will strike commercial shipping far from the front line, a precedent that insurers and flag registries covering any vessel calling at Russian Black Sea ports now have to price in.

So what?  A sustained, week-long campaign that has functionally closed a major Russian export corridor goes well beyond previous one-off shadow-fleet strikes, and the wheat-export exposure gives it a global commodity dimension beyond the usual sanctions-evasion angle — expect continued upward pressure on wheat futures if the closure persists. For sanctions enforcement more broadly, Ukraine is doing kinetically what interdiction and flagging campaigns have struggled to do at scale: physically taking shadow-fleet tonnage off the water rather than just listing it.
