So what?  The near-sevenfold gap between Spain's and Morocco's death tolls will complicate any coordinated EU response, since Brussels cannot credibly act on casualty figures the two frontline governments cannot agree on. With the suspension push still confined to four states rather than commanding EU consensus, Tuesday's meeting looks more likely to produce procedural or monitoring measures than an actual vote to suspend Spain from Schengen.
