So what?  A framework announced before any contract is signed leaves real room for the terms to shift or the deal to stall once opposition figures and rival factions inside Caracas start contesting Rodríguez’s legal standing to bind the country. Until signed joint-venture paperwork exists, expect continued uncertainty over sanctions relief timing and over who in Venezuela's fractured post-Maduro government US and allied firms can actually deal with.

So what?  Washington is converting the post-Maduro transition directly into ownership of one of the world’s largest single reserve bases — the venture would be the second-largest corporate holder of proven reserves after Saudi Aramco — which very likely draws sharper scrutiny from Beijing and Moscow, both of which held their own legacy stakes and financing arrangements with the prior government. What’s been disclosed so far is a political announcement, not a signed definitive contract, so the real test is whether the joint-venture paperwork actually closes on the timeline Washington described.
