So what?  A foreign-ministry coordination pledge issued the same day the interior ministries actually clashed shows Italy’s cooperation is selective, not systemic — it is accepting some partners’ returns while blocking Germany’s. Expect Berlin to keep pressing the case at the EU level, since a pattern of case-by-case Italian refusals under the new Pact undercuts the burden-sharing system the Pact was designed to guarantee.
