The account for Week of 5 October 2026 · No. VI
12 of 15
12 hits · 3 misses · 80% this week | 193 calls still open
| Twenty-four calls came due, our biggest batch yet, and twelve of the fifteen we could score held — our best week on record. Read it with care: most hits bet on something not happening, or on a scheduled institutional event landing on time. The misses and the nine calls we set aside came from the harder kind, where a specific dramatic outcome had to materialize inside a short window. Two of the three misses were the same error — calling a Bab el-Mandeb closure when the Houthis had only achieved disruption. |

Notable This Week
Illicit Trade & Economic Security Canada United States
The call. Washington’s September 29 import bans on Canadian alcohol, dairy, molasses and motorcycles take effect as written, with no negotiated exemption.
The verdict. The bans took effect at 12:01am ET on September 29 on roughly $1 billion of goods. The only changes in between (September 15) touched the 50% duty lists, not the bans.
The tell: this was no off-ramp. Talks were suspended and the ban was retaliation, not leverage, so the August habit of a last-minute pause did not apply.
National Security Yemen
The call. The Bab al-Mandeb Strait is effectively closed to commercial shipping by September 30, 2026.
The verdict. Houthi forces seized Perim Island and stretches of the coast, yet shipping continued at about half its normal pace. The strait was never effectively closed.
What we missed: we mistook disruption for closure. Traffic halved to roughly 15–30 crossings a day and Saudi-linked transits collapsed, but selective targeting does not close a strait; only an enforced blanket blockade does. (A second call, No. 155, missed on the same premise.)

Transnational Organized Crime Haiti United States Panama
The call. The UN Security Council reauthorizes Haiti’s Gang Suppression Force before the authorization lapses on September 30, with no gap.
The verdict. Resolution 2829 passed 12–0 (China, Pakistan, Russia abstaining) on September 29, extending the force to March 31, 2027 — six months, not the two years first requested.
The tell: with the US and Panama as co-penholders proposing the text, the vote arrived on time. Short renewal, but no gap.
Partnerships & Engagement Peru
The call. Peru’s Congress passes a substantially narrowed version of President Fujimori’s 120-day decree-powers bill by September 30.
The verdict. No bill had passed by the deadline; a narrowed compromise limited to public security and the El Niño emergency was only settled on the last night.
What we missed: the content was right and the clock was wrong. The compromise (security and El Niño only) was agreed late on September 30, with committee action October 1.

| Filter audit: spiked and published items are in balance this week (nine spiked against seventy-one published, no category skewed). Carried forward: the Saudi–Houthi war is now an open offensive, so expect escalation calls next — and the lessons memo says to require stated intent or a second instance before calling a repeat. The full standing record lives in the Tabularium. |
