So what?  A Chilean-led framework covering customs, migration, and financial-analysis-unit cooperation gives outside partners a single regional table to plug into, rather than negotiating separate bilateral deals with each Andean and Southern Cone government. Watch whether the network produces an actual joint interdiction or extradition in the coming months, since agreements without an operational record won't survive a change of government in any signatory capital.
