So what?  An 89% drop in ship detentions, paired with Beijing floating a “legal solution” to the underlying port dispute, reads as China choosing to de-escalate rather than use its detention leverage to force Panama's hand on the port concessions. Watch whether that legal solution actually produces a written settlement on the port-concession dispute itself, since easing ship detentions is a goodwill gesture, not a resolution of what triggered the standoff in January.
