So what?  Naming specific GRU/FSB units and a front company gives customs and critical-infrastructure security desks concrete new watchlist entries for sanctions-evasion and cyber-enabled threat screening, distinct from the broader Russia sanctions fight that's still stuck on unanimity. Expect the 21st package itself to land, if at all, as a narrower measure timed to the 15 July deadline rather than the full text — a genuine breakthrough or a total logjam with nothing adopted by then would each be a surprise worth watching.
