So what?  The extradition keeps Costa Rica's DEA cooperation running at full tempo even as its own ports show the strain of the traffic Bell allegedly organized — a Fuerza Pública officer was separately arrested this week for waving a cocaine-laden truck into Limón's Moín container terminal (see Significant Seizure, below), the second such port-corruption case in just over two weeks. That pattern points to trafficking organizations targeting the gaps left by Costa Rica's 2023 withdrawal of dedicated drug police from its docks, a vulnerability that will keep pressure on San José to restore port-level enforcement capacity.

So what?  A wider extraditable-crimes list would let Washington reach Costa Rica-based facilitators of smuggling and money-laundering networks it currently can't touch, but the bill needs a two-thirds majority across two legislative sessions, so the practical payoff is years off even if it clears. The Bell Fernández handover, once it happens, is the nearer-term test of how far San José's cooperation extends beyond paper.
