So what?  A UN commission naming genocide and ethnic-cleansing risk explicitly, rather than generic instability, is the kind of formal warning that has historically preceded a displacement spike rather than followed one, and South Sudan’s neighbors — already absorbing refugees from Sudan’s Kordofan war next door — have little spare capacity to take in a second wave. Watch whether the December date holds, since proceeding without the unified-army provision in place raises the odds that election-period violence tips into the scenario the commission is warning about.

So what?  An outbreak this large moving toward an international border, with contact tracing already overwhelmed, makes cross-border spread into South Sudan a real near-term risk rather than a remote one. Watch South Sudanese and WHO screening posts along that border for the first sign of an exported case, which would be the clearest signal this stops being a contained Congolese emergency.
